funding for the development of a tire recycling plant in the city. This facility will not only
process thousands of dumped tires each week, but also create sustainable jobs, protect
public health, and promote green innovation across Philadelphia.

Philadelphia faces widespread illegal tire dumping—especially in vacant lots and industrial
zones. Recycling tires keeps them out of landfills, where they take over 500 years to
decompose. This also helps prevent standing water in dumped tires, reducing the risk of
mosquito-borne illnesses.
2. Improves Air and Soil Quality
Burning tires releases harmful toxins such as benzene, lead, and dioxins. Recycling tires
instead of incinerating them reduces air pollution and protects soil quality in urban
neighborhoods.
3. Promotes Circular Economy
Recycled tire materials such as crumb rubber, tire-derived fuel (TDF), and mulch can be
reused for playgrounds, sports fields, landscaping mats, and more. This creates a local,
green supply chain and supports sustainable manufacturing.
